This unit protects and assists adults, age 18 and older, who are:

  • abused, neglected, or exploited, or any combination thereof, and
  • who are endangered as a result of lack of capacity or impaired from mental or physical disease or defect as these terms are defined by Arkansas Statute.

Adult Protective Services (APS):

  • acts as an advocate for adult Arkansans who are endangered and are impaired or lack capacity.
  • searches for the least restrictive living alternative for individuals who are not capable of providing self care.
  • strives to involve the adult requiring services, as well as the family, in the decision making process.

Information regarding the reporter of a referral to APS is confidential and will not be revealed.

The Office of Long Term Care investigates complaints against facilities as well as allegations of abuse or neglect of residents, theft of residents' property, and poor quality of resident care. Investigations are confidential. A person who files a complaint does not have to provide his or her name. If the person filing the complaint provides his or her name, then they are informed when the investigation is completed. You can file a complaint by telephone, fax, e-mail, or letter.

Long Term Care, Office Of (OLTC)
The OLTC inspects all facilities to ensure residents receive the care they need in a clean, safe environment and that they are treated with dignity and respect. Facilities that do not provide the services required by state and federal regulations may be fined, denied payment for residents, or terminated from receiving payments from Medicare or Medicaid. The Department of Human Services (DHS) runs the Medicaid program in Arkansas. To apply for Medicaid, go to the Department of Human Services office in the county where you live. If you are not able to go there, you may have a relative or a friend apply for you. You must sign an application form and give certain information about yourself and your family. The county office will determine your eligibility.

Ombudsman Program
The term "ombudsman" describes someone who intercedes with governments and institutions on behalf of ordinary citizens. A Long-Term Care Ombudsman advocates for residents of nursing homes and residential care facilities. An ombudsman receives, investigates and resolves complaints on behalf of nursing home residents and their families. An ombudsman regularly visits residents to hear their concerns and complaints.
